The details for the third update for PES 2013 were announced recently. The download will be available on December 20th on the Playstation Network as well as Xbox Live. It fixes some of the "problems" of the game. These recommendations were thought of by the PES online community so these tweaks are what the players of the game want. Some of the tweaks are: the ability to cycle between players during multi-player online matches, switching players with ease, the myPES app has been worked on to enhance player matches and accessibility as well as the PES online experience has been worked on.
Other modifications to the game are goal celebrations as well as better referee mechanics, such as the refs making better off-side calls. Player movements have been worked on as well. That in turn will make the goalkeepers better and how to control them will be better as well. Konami tried to take the opinion of the PES community seriously. The company listens to what the community has to say and will release DLC packs accordingly.
