Unless a game developer purposefully works in such functionality, the PlayStation Vita will not double as a controller for the PlayStation 4.
Sony President of Worldwide Studios Shuhei Yoshida has confirmed that, unless a developer works specific functionality into their game, the PlayStation Vita handheld will not be able to serve as a controller for the PlayStation 4.
Yoshida made the confirmation via Twitter in response to a question over whether or not the Vita could act as a second controller (in addition to the controller that comes packaged in) for Sony’s next-gen console:

While this may come as disappointing news for Vita owners who were planning on picking up a PS4, it is nice to have a clear and final answer. Plus, Yoshida’s tweet may have just sparked the imagination of a couple game developers out there who have been considering how to work Vita functionality into their PS4 games.
