Despite earlier rumors, banned Xbox One accounts will not lose access to game licenses according to Major Nelson.
Last week, an Xbox Support twitter response caused quite a commotion when it stated that an Xbox One account would lose access to any game licenses (which are required to run a game even with the disc) if that account were banned from Xbox Live. Fortunatly, that doesn’t seem to be the case according to Xbox Director of Programming Larry Hyrb (who many gamers might also know as Major Nelson).
In an E3 video interview with Reddit Games, Hyrb debunked the rumors and stated clearly: "Absolutely not, you will always have access to the games you purchased." While this comes as comforting news to some of the more rowdy members of Xbox Live, Hyrb also *didn’t* have a clear answer when questioned about a scenario in which the Xbox One’s authentication servers (which force a user’s Xbox One to “check in” through an internet connection once every 24 hours) would ever be shut down: "I'll get the real answer, I just don't know it yet.”
